Jim Gilmour

Director of Strategic Planning & Research at The City of Fargo

Jim Gilmour has extensive experience in urban and community planning, currently serving as the Director of Strategic Planning and Research for The City of Fargo since December 1994. Previous roles within the same organization include Director of Planning and Development and Community Development Specialist. Prior to their tenure at The City of Fargo, Jim Gilmour worked as a Community Development Planner for the Lewis and Clark Regional Council and as a Principal Planner for the Souris Basin Planning Council. Early career positions include Assistant Planner at Butte Silver Bow and Planner at Williston Basin Regional Council. Jim Gilmour holds a M.S. in Urban and Regional Planning from the University of Wisconsin-Madison and a B.S. in Public Administration from the University of North Dakota.
