Mehman Quliyev has a diverse work experience in the field of electrical engineering. mehman is currently employed at PAPREC Azerbaijan as an Electrical Engineer since August 2022. Prior to this, from May 2012 to August 2022, they worked at Baku Waste Energy Plant.CNIM in the same role. Before that, from May 2010 to May 2012, they worked at Ustay A.S. as an electrical engineer. Their earliest work experience was at DHT holding, where they worked as an Elektrik Avtomatika Mühəndisi from May 2007 to May 2010.

Mehman Quliyev attended Azerbaycan Texniki Universiteti from 1999 to 2003, where they obtained a Bachelor of Applied Science (B.A.Sc.) degree. During their time at the university, they specialized in the field of Elektron Cihazları və Qurguları (Electronic Devices and Circuits).
