Stephen Bucheli Bayne, Ed.D., currently serves as Principal Consultant for K-12 School Safety and Emergency Management at Framework Synergy Solutions LLC since November 2023. Previously, Stephen has been the Director of Risk Management, Insurance, and Safety at the Irvine Unified School District since January 2014. Stephen's extensive background in risk management and emergency management began at the Baldwin Park Unified School District, where a career spanned over 24 years, with 16 years in law enforcement and 8 years in risk management and emergency management roles. Educational credentials include a Doctor of Education in Organizational Leadership from the University of La Verne, a Master of Arts in Organizational Leadership from Chapman University, and a Bachelor of Arts in Criminal Justice from Union Institute & University.
