Lucy Freeman has an extensive work experience in the field of social services. Lucy most recently served as the VP of Housing and Program Services at Inspirica Inc. starting in July 2023. Prior to that, they worked as the Chief Operating Officer at Pacific House, Inc. from March 2021 to April 2023. Lucy has also held leadership positions as the Executive Director at Caroline House, Inc. from September 2016 to March 2021, and as the Former Executive Director at Malta House, Inc. from November 2012 to September 2016. Lucy has also worked as the Director of Quality Assurance at Laurel House, Inc. from May 2011 to November 2012, and as a Systems Analyst at Nutmeg Consulting, LLC from November 2008 to May 2011. Earlier in their career, they served as the Director of Homeless Programs at St. Luke's LifeWorks from September 1996 to November 2008, as an Outreach Coordinator at Volunteers of America-Greater New York from 1984 to 1987, and as a Substance Abuse Counselor at Lucha, Inc. from 1983 to 1984.

Lucy Freeman obtained their Bachelor of Arts degree in Deviant Behavior & Social Control from John Jay College (CUNY) from 1982 to 1987. Lucy then pursued a Master's degree in Human Services Administration from New Hampshire College from 1988 to 1991.
