Joan Casteel is a senior programmer analyst at HRSD since November 2019, with a significant background in technology and education. Joan also serves as an author for two textbooks in the Oracle series with Cengage Learning, where involvement has spanned from January 2000 to the present. Prior experience includes working as a technology specialist and faculty member at Tidewater Community College from August 2002 to November 2019, where contributions involved creating a web-based travel system and establishing the Oracle database program. Joan holds a Bachelor of Science in Accounting from Virginia Tech and a Master of Business Administration with a specialization in IT from Old Dominion University.
