Robert Ruben currently serves as the Chief Information Officer for the City of Oxnard, a position held since April 2023. Previously, Robert held significant roles at L.A. Care Health Plan from 2013 to July 2021, including Sr. Director of IT Portfolio Management and Planning and Program Director for the Core Systems Replacement, overseeing the migration of core systems to TriZetto QNXT and CCA. Prior experience includes serving as Applications Development Manager at Health Net from 2000 to 2012 and as Manager of Software Development at Jafra Cosmetics from 1989 to 2000. Robert earned a B.S. in Business Management from the University of Redlands.
