Kathleen L. is a Utility Rates Analyst at Burbank Water & Power since 2023, with previous experience as an Assistant Policy Analyst at RAND Corporation from 2014 to 2022 and as an Energy Modeling & Forecasting Graduate Fellow at the National Renewable Energy Laboratory in 2012. Kathleen holds a Doctor of Philosophy in Public Policy from Pardee RAND Graduate School, a Master's degree in Public Policy from the Harris School of Public Policy at the University of Chicago, and a Bachelor of Arts in Chemistry from Oberlin College.
