Boris Lopicich serves as the Technical Parliamentary Counsel at the Biblioteca del Congreso Nacional in Chile since September 2015, providing expertise in climate change, energy, environment, bioethics, and public health as a policy advisor and public policy analyst. Previously, Lopicich has held positions as a lecturer at Universidad de Chile, a visiting scholar at The Hastings Center, an international consultant with IIED, and a researcher with Earthjustice and other organizations. Education includes an MSc in Environmental Policy & Regulation from The London School of Economics and Political Science, a diploma in Environmental Law from Pontificia Universidad Católica de ValparaÃso, and a J.D. in Regulatory and Environmental Law from Universidad Diego Portales.
