Jonathan Miller PhD is an experienced Independent Consultant, External Evaluator, and Chairman of the Board with expertise in ICT policy and practice in the developing world. Jonathan has worked on various projects evaluating and implementing ICT initiatives in countries such as South Africa, Rwanda, and Sri Lanka. Additionally, Jonathan has co-authored reports on e-Learning in Higher Education in Africa and completed evaluations for organizations like COMESA and the EU.
