Elmira Mammadova is an experienced professional in human resources and public administration, currently serving as the Head of Exams and Human Resources at Yüksəliş Müsabiqəsi since October 2019. This national management competition, established by the President of Azerbaijan, comprises multiple selection stages. Prior to this role, Elmira held several positions at the Azerbaijan State Academy of Physical Education and Sport, including Head of International Relations, Head of Master's Department, and Assistant to the Rector. Additional experience includes serving as Project Manager at UNDP and as Leading Specialist at the Ministry of Youth and Sport of Azerbaijan. Elmira's qualifications include an Executive Education in People Management from the Russian Presidential Academy, an Executive MBA from ADA University and Maastricht School of Management, and a Bachelor's degree in Public Administration from The Academy of Public Administration under the President of Azerbaijan.
