Mr. Sinclair has over forty years of experience that place him among the technical leaders in the Public Safety community. As Vice President for Public Safety Systems at Young Enterprise Systems he has provided major public safety integrators with consulting services related to land mobile radio systems and interoperability solutions.
In addition to public safety wireless systems and communications center operations, Mr. Sinclair's background includes RF communications from VLF to SATCOM, terrestrial broadband communications, and development of Data-Link and Network Level protocols. Further, he has applied all of the Systems Engineering disciplines relevant to evaluating, selecting, designing, installing, testing and delivering these systems.
Mr. Sinclair's experience with public safety radio system interoperability includes Ohio MARCS, the District of Columbia Unified Command Center (UCC) Project, the Silicon Valley Regional Interoperability Project, the Texas Communications Interoperability Project (CIPP), and the Navy Enterprise Land Mobile Radio (ELMR) System.
Mr. Sinclair's education includes a BSEE from Ohio University and an MSEE from the University of Illinois, where he taught undergraduate courses while pursuing his graduate degree. He has been a registered professional engineer in the State of California since 1968, is a Life Member of the IEEE and a longtime member of APCO.
Mr. Sinclair is a coauthor of "Achieving Interoperability in Critical IT and Communications Systems" published by Artech House in June 2009.
