Rebecca Kohlstrand is a seasoned professional in urban planning and environmental services, currently serving as Vice President at Parsons Brinckerhoff since November 2010, where management of a large team across six regional offices and the High-Speed Rail Project Office is a key responsibility. Previous experience includes leadership roles as Principal at EnviroTrans Solutions, Transportation Planner at The Duffey Company, Project Manager for the Embarcadero Roadway Project in San Francisco, Chief Planner at the San Francisco Planning Department, and various planning positions in Portland and Washington County. Educational credentials include a Master’s degree in City Planning and Transportation Engineering from the University of California, Berkeley, and a Bachelor’s degree in Resource Recreation Management from Oregon State University.
