Vice President & Chief Labor & Employee Relations Officer at Washington Metropolitan Area Transit Authority

Michael D. L. has extensive work experience in labor and employee relations, litigation, and education-related matters. Michael D. is currently serving as the Vice President & Chief Labor & Employee Relations Officer at Washington Metropolitan Area Transit Authority (WMATA) since July 2022. Before that, they worked at the OLRCB (Executive Office of the Mayor) from January 2008 to July 2022, holding the role of Supervisory Attorney Advisor in general litigation. Michael D. also has prior experience at DC Public Schools, where they served as an Assistant Attorney General/Attorney Advisor from November 2001 to December 2007. In this role, they successfully litigated various labor and education-related matters and collaborated with teams to accomplish key goals.

Michael D. L. has a diverse and extensive education history. Michael D. attended St. Georges College for high school from 1974 to 1981. Michael D. then pursued a Bachelor of Law degree at the University of the West Indies, Faculty of Law from 1981 to 1984. Michael continued their legal education at the Norman W. Manley Law School, Mona, Jamaica, where they obtained a Legal Education Certificate (L.E.C.) and Practicing Certificate in 1986. In 1993, they furthered their legal studies at American University Washington College of Law, graduating with a Master of Laws (LL.M.) in International Legal Studies in 1995.

Expanding their knowledge beyond law, Michael attended The George Washington University - College of Professional Studies, enrolling in the Program for Excellence in Municipal Management from 2008 to 2009, where they received the Certified Public Manager (CPM) certification. In 2015 to 2016, they joined the DC Executive Leadership Program Cohort at the same institution, earning an executive leadership certification.

Moving forward, Michael engaged in additional educational programs. In 2017, they participated in the Mayor's Mentoring Circles Program, focusing on preparation for senior executive leadership. Lastly, in 2018, they attended Cornell University ILR School to study the fundamentals of negotiation.

Michael D. L. also holds various certifications, including being a Notary Public Commission since June 2021, granted by the Commonwealth of Virginia. Michael D. obtained an executive leadership certification from George Washington University in 2016, and the title of Certified Public Manager from the same institution in 2009. Moreover, they obtained licenses as a member of the District of Columbia Bar in 2003 and the Virginia State Bar in 1996.
