Francisco Garcia is a seasoned professional with a diverse background in program administration, contract management, and educational roles. Currently serving as Contracts Administrator and Program Administration Manager at the W.E. Upjohn Institute for Employment Research since September 2021, Francisco has previously held significant positions, including Claims Investigator at the Indiana Department of Workforce Development and a dual role in the Office of Community Investment with the City of South Bend. Francisco’s experience extends to educational environments, having worked as a Taskstream Coordinator and Accreditation Program Assistant at Indiana University South Bend and as a High School Social Studies Teacher with UNO Charter School Network. Holding two master’s degrees in Public Administration from Indiana University South Bend and a bachelor's degree in History from the University of Illinois Chicago, alongside an associate degree in Music Theory and Composition, Francisco Garcia showcases a strong commitment to public service and education.
