Anna Pakka has extensive work experience in the field of library services. Anna started their career in 1998 as a Librarian and Library Assistant at Tampere City Library in the City of Tampere. In 2001, they joined Vaasan kaupunki - Vasa stad - City of Vaasa as the Head of Library Department, a role they held until 2017. From 2018 to 2022, Anna served as the Head of Library Services at the same organization. In December 2022, they were promoted to Acting Culture and Library Director and later became the Head of Library Services again in August 2023.

Anna Pakka attended the University of Tampere from 1994 to 2001, where they obtained a Master of Social Sciences degree in Information Studies.
