Hong Van Pham is the National Director of Policy and Government Affairs (State and Local) for Upstream USA. Before joining Upstream USA, Hong Van’s previous work spanned across policy and research, advocacy, and politics. Most recently, Hong Van spearheaded and served on several state and national campaigns, including Hillary Clinton’s 2016 Presidential Campaign. Hong Van also has a track record of advancing social programs and labor initiatives. She was a core member of the team that crafted the first-in-the-nation law to provide predictable work schedules for hourly, retail workers in San Francisco. Through the California Work & Family Coalition, Hong Van also pushed to expand paid family leave, child care funding, and early childhood initiatives in California. In 2016, Hong Van published a pay equity report commissioned by the Public Advocate of New York City, which led to Mayor de Blasio adopting legislation that banned employers from asking about salary history.
