Bernard Manns

Bernard Manns has extensive work experience in the telecommunications industry. Bernard began their career at Adelphia Business Solutions, where they served as a Communications Consultant, responsible for coordinating the conversion of resale customers to a fiber optic network. Bernard also handled trouble management and customer service concerns during this time.

After Adelphia, Bernard joined Sprint Nextel as an Implementation Specialist and Business Analyst. In this role, they were the lead representative for the Networx contract transitions team. Bernard coordinated with various departments to process customer requests efficiently and developed methodologies and procedures to manage customer orders effectively.

Subsequently, Bernard worked at Apptis as a Communications Analyst, providing Networx Transition and Inventory Validation support for GSA and DoD. Bernard collected, analyzed, and reconciled DoD FTS2001 inventory and validated the status of voice and data DoD services with telecommunications providers.

Bernard then joined URS Corporation as a Business Systems Analyst, where they were part of the GSA Transition Coordination Center. Bernard facilitated, monitored, and reported Federal agency transitions from the FTS2001 contract to the Networx contract. Bernard also provided Tier 2 help desk support and resolved trouble tickets by pulling and interpreting reports from various systems.

Bernard's career also includes a role as a Telecommunications Analyst at Protiviti, where they prepared and conducted audits, reconciliations, and remediation of telecommunications data against customer bills. Bernard ran database analysis queries and comparisons during this time.

Their current position is at the Universal Service Administrative Co. (USAC), where they started as a Senior Program Analyst (Technical SME). Bernard developed business rules and documented methods and procedures for the Rural Health Care program. Bernard was also a subject matter expert on telecom products and services for the Telecom and Health Care Connect Fund Programs. Recently, they were promoted to Manager for Fiber and Service Applications-E-rate Program, and now holds the position of Director of Operations.

Throughout their career, Bernard has demonstrated expertise in telecommunications, program analysis, customer service, and project management.

Bernard Manns attended the University of Virginia from 1990 to 1994, where they earned a Bachelor of Applied Science (B.A.Sc.) degree in Commerce.
