Gizelle Huynh, PHR, currently serves as the Human Resources Manager for the City of Union City, overseeing the Human Resources Division and managing personnel activities including employment and employee relations since August 2022. Previous experience includes roles as Supervisor of Leave Management at BART, where guidance on disability leave laws was provided, and as Human Resources Officer at Alameda County General Services Agency, which involved advising on employee relations and conducting investigations. Additional positions include Human Resources Analyst at Alameda County and HR Manager at Belcampo Group, Inc., contributing to various HR functions across multiple organizations. Gizelle holds a Bachelor of Arts degree from UC Santa Barbara and a Master's degree in Industrial and Organizational Psychology from Argosy University, along with certification in Human Resources from the University of California, Berkeley.
