F. Douglas Carr, M.D., MMM joined Umpqua Health in July 2017 as Medical Director, and became Chief Medical Officer in May 2018, and moved back to the Medical Director in 2022 when Dr. Phil Greger joined Umpqua Health as the Chief Medical Officer, in a planned succession of leadership. His recent experience in the Northwest includes leadership roles at PeaceHealth Medical Group and the Eugene VA Healthcare Center.

Dr. Carr previously worked for 24 years at Billings Clinic (Montana), where he served in various clinical and management roles in regional operations and education. His diverse experiences there include leadership responsibilities in the first Medicare ACO demonstration, regional telemedicine program, FM and IM residencies, FQHC, public health, provider-sponsored health insurance, as well as statewide PCMH initiatives.
