Eugene Whitlock is an accomplished legal and human resources professional with extensive experience in higher education and public service. Currently serving as the Associate Vice Chancellor for Human Resources and Chief People & Culture Officer at the University of California, Berkeley since August 2019, Eugene previously held the role of Vice Chancellor for Human Resources and General Counsel at San Mateo County Community College District, where responsibilities included developing equitable recruitment strategies and providing training on diversity and bias. Prior roles include Deputy County Counsel for San Mateo County, where Eugene advised on employment law matters, and Project Manager at the Stiftung Wissenschaft und Politik in Germany. Additional experience includes positions at Deutsche Bank and Davis Polk & Wardwell LLP, along with clerkships at significant federal courts. Eugene holds a Bachelor of Science in Biology from Stanford University and a Juris Doctor from the University of Michigan Law School.
