Matt Harbaugh is an accomplished venture capital professional and nonprofit leader with extensive experience in technology commercialization and innovation. As the Managing Director and co-founder of Mountain State Capital since June 2016, Matt focuses on early-stage tech and life science startups. In September 2020, Matt founded the U.S. Research Impact Alliance, serving as Executive Director to accelerate deep-tech innovations in collaboration with federal agencies and universities. Previously, Matt held the role of AVP of Transformation at West Virginia University, advancing innovation management and strategic partnerships. As CEO of Mobile Technologies LLC, Matt oversaw the development of pioneering AI-driven language translation technology. Additionally, Matt served as Chief Investment Officer at Innovation Works, investing in a wide range of technology firms. Early in Matt's career, advisory work at PNC Capital Markets involved supporting middle-market companies with growth strategies. Matt holds a JD from The George Washington University Law School, an MBA from The George Washington University School of Business, and a BA in Philosophy and Public Policy from Duke University.
