John Kilby is an accomplished aviation safety and operations management professional with extensive experience in the U.S. Army and defense contracting. Currently serving as the Aviation Safety Program Manager at the U.S. Army Test and Evaluation Command since November 2019, John has previously held critical leadership roles such as Chief of Operations and Security at Kirk Army Health Clinic and Program Manager for Aviation Systems at Vencore Inc. Their military career includes positions like Division Chief of Supply Chain and Services and Deputy Director of Aviation Operations within the 1st Cavalry Division, and various command roles in aviation support battalions. John holds a Bachelor of Science in Psychology from Towson University and an Associate of Arts in General Studies from Cecil College.
