Cemil ULU, PhD, serves as the Chief Expert at the Central Bank of the Republic of Türkiye since March 2023, having an extensive career at the institution since March 1994. ULU has held multiple roles including Director of Payment Systems Business Development and Payment Systems Specialist, focusing on payment systems research and development. Previously, ULU worked as a System Expert in both the Informatics Security and Quality Audit Division and the Payment System Directorate, managing critical systems such as the Turkish Electronic Fund Transfer System (EFT) and the Electronic Securities Settlement System (ESTS). ULU began the professional journey as a Research Assistant at the METU Department of Computer Engineering and holds a Bachelor’s, Master’s, and Ph.D. in Computer Engineering from Middle East Technical University.
