Shay Larrisey

Shay Larrisey has over 18 years of work experience in the Information Technology field. In 2002, Shay began working as a Program Analyst-Associate PM at the Pennsylvania Commission on Crime and Delinquency (PCCD). During their six-year tenure at PCCD, Shay was involved in over 90 projects ranging from offender identification, data migration, record management systems, hardware-mesh networks, gunshot detection systems and more. Shay also provided training on the grants system to over 400 users. In 2008, Shay moved to the Department of Environmental Protection as a Sr. BA. From 2011 to 2014, Shay worked as a Sr. Technical Business Analyst at Celerity, where they were involved in integration projects and mass updates. In 2014, Shay began working at Highmark Blue Cross Blue Shield as a Sr. Business Technical Business Analyst, where they worked in both Agile and Waterfall development environments. In 2017, Shay took on the role of Sr. Capability Manager at SDLC Partners, L.P. In 2018, Shay became a Sr. Technical Project Manager at MDI Group. In 2020, Shay joined Retail Business Services as a Senior Information Technology Project Manager, where they were assigned 10 projects ranging from $350,000 to $6 million.

Shay Larrisey obtained a Master of Public Administration - MPA from Shippensburg University of Pennsylvania in 1999, with a field of study in Public Administration. In 2006, Shay obtained a Certificate from Villanova University with a field of study in Project Management. Shay also obtained a BA from Lock Haven University of Pennsylvania in 1997, with two degrees in History and Political Science. In addition, Shay obtained a College Prep from Lock Haven University of Pennsylvania in 1997, with a field of study in Advance Placement. Shay is currently pursuing a Masters from Harrisburg University in Project Management IT. Shay has also obtained a Project Management Professional from the Project Management Institute in 2006, and a Certified Scrum Master from the Scrum Alliance in 2018.
