Kelly McCarthy is a Senior Transport Planner at Transport Infrastructure Ireland since June 2019, specializing in the coordination of the inter-agency Road Safety Camera Strategy Working Group and impact evaluations of TII-funded bypasses. Prior experience includes roles as Assurance and Performance Reporting Manager at TII, where metrics and performance indicators were developed, and as a Monitoring and Reporting Consultant at Management Systems International, focusing on a USAID-funded anti-corruption program in Mexico. Kelly also served as the PHIA Project Operations Manager at Columbia University for a significant CDC-funded project assessing HIV interventions across Africa, and held positions related to monitoring and reporting at Management Systems International and as a researcher for UNDP.
