Debbie Carter has extensive experience in public service and organizational management. Currently serving as Receiver of Taxes and Councilwoman for the Town of Cortlandt since January 2013, Debbie previously held the role of Procurement Specialist at Entergy from 2017 to 2021. As VP of Communications and Public Relations for Lions Clubs International from 2005 to 2017, Debbie was a founder of the Leos. Between 2010 and 2013, Debbie served on the Westchester County Youth Board. Early in their career, Debbie made significant contributions at the NYS Workers Compensation Board and the NYC School Construction Authority, handling high-level operations and legislative representation, respectively. Debbie's career began at Marriott Management Services from 1986 to 1998, where responsibilities included general management and human resources coordination. Academically, Debbie holds a Master's degree in Business and Policy Studies and a Bachelor's degree in Business with a focus on Public Administration from SUNY Empire State College.
