Kevin Flanagan

GM, Water & Waste Services at Toowoomba Regional Council

Kevin Flanagan has extensive local government practice and experience spanning 40 years in the design, construction, maintenance and operation of engineering infrastructure. He is a Fellow of the Institution of Engineers Australia and holds graduate and post-graduate qualifications in Engineering Science and Management. Before starting work at Toowoomba City Council in 1989, Kevin previously worked at Murweh, Moree Plains and Kilkivan Shires and in private practice. Kevin was promoted to Deputy City Engineer in 1990, rising to Director of Engineering Services in 1999. Post amalgamation in 2008, Kevin was appointed to his current role as General Manager Water and Waste Services.

Kevin and his wife Libby have four adult children and six grandchildren. In his spare time, he enjoys watching all sport and is a keen rugby follower, having retired as a first-grade referee in 2007. He also enjoys travel (with Ireland being a favourite destination) and working on his acreage north of Toowoomba. A more recent interest is following his grandchildren's sporting activities.

Kevin Flanagan retired from local government in 2017, following a successful 40 year career in local government. During his tenure, Kevin oversaw the delivery of numerous major projects across the region, including the restoration of the Empire Theatre, the construction of the Wetalla Water Reclamation Facility and the major upgrades of Water and Sewerage Infrastructure across the region following amalgamations.

Troy Uren is currently the Acting General Manager.
