J. Kellie Evans has been an Outpatient Therapist and Vice President of Child Welfare Services at The Up Center since January 2001. In addition, J. Kellie Evans serves as the Deputy Director for the City of Chesapeake, a position held since July 2021. Educational qualifications include a Master of Social Work in Clinical Social Work from Norfolk State University (1990-1992) and a Bachelor of Science in Human Services Counseling from Old Dominion University (1987-1989).
