David Kahley serves as the President and CEO of The Progress Fund, a Community Development Financial Institution focused on lending to small businesses in Pennsylvania, West Virginia, eastern Ohio, and western Maryland, a position held since January 1995. Prior to this role, David was the Executive Director at Bellevue Transportation Management Association from January 1988 to December 1990 and at Port Townsend Main Street from January 1985 to December 1988. David holds a Bachelor of Science degree in Geography from Penn State University, earned between 1973 and 1978.
