Patricia Moore Shaffer

Deputy Director, Office Of Research & Analysis at National Endowment for the Arts

Patricia Moore Shaffer has held various positions throughout their career. Patricia is currently the President and CEO of Shaffer Evaluation Group, a consulting firm that provides educational evaluation and research services. Prior to this, they served as the Deputy Director of the Office of Research & Analysis at the National Endowment for the Arts, where they conducted research on the value and impact of the arts. Patricia also worked at NASA as the Evaluation Manager and later as the Acting Director of the Office of Education Infrastructure Division. Patricia has experience in program evaluation, performance assessment, and information management. Additionally, Patricia served as a Program Examiner at the Office of Management & Budget and as a Senior Evaluation Officer at the National Endowment for the Arts. Earlier in their career, they held positions at the Educational Policy Institute, Hampton City Schools, the Morris Museum of Art, Augusta State University, and the McMichael Canadian Art Collection.

Patricia Moore Shaffer has an extensive education history spanning multiple fields of study. In 1983, they earned a Bachelor of Arts Honours degree in Visual Arts from Brock University. Following this, in 1990, they obtained a Certificate in Museum Studies from the Ontario Museum Association.

Continuing their academic pursuits, Patricia attended The Banff Centre in 1992, where they acquired a Certificate in Arts Management. Patricia then pursued a Master of Arts degree in Curriculum Studies from the Ontario Institute for Studies in Education of the University of Toronto and completed it in 2000.

Patricia'seducational journey culminated with a Ph.D. in Educational Policy, Planning & Leadership from William & Mary, which they obtained in 2011. Additionally, in August 2022, Patricia received a certification in Social/Behavioral Human Research Course from the CITI Program.
