Oscar Cuellar P.E. is an experienced professional in the heavy civil construction industry, currently serving as Managing Member for Ioc Company LLC and Terra Firma Materials LLC since 2005 and 2007 respectively, with additional responsibilities at IOC Trucking LLC since 2010. Prior experience includes Project Manager at Williams Brothers Construction Inc. from 2001 to 2005 and Field Engineer at Kiewit from 1999 to 2001. Oscar holds a Master of Business Administration from Mays Business School at Texas A&M University and a Bachelor of Science in Civil Engineering from Texas A&M University, complemented by a high school diploma from Marine Military Academy.
