Clay Phillips has extensive work experience in strategy, managed care, network innovation, provider relations, communications, government relations, and law. Clay is currently the Senior Vice President of Strategy and Managed Care at Summit BHC since 2022. Previously, they held various roles at BlueCross BlueShield of Tennessee, including Vice President of Network Innovation, Director of Provider Relations and Communications, and Associate General Counsel & Director of Government Relations. Before that, Clay worked as an Attorney at Miller & Martin PLLC from 1999 to 2005 and as a Policy & Legislative Assistant at the State of Tennessee, Office of the Governor from 1994 to 1996.

Clay Phillips obtained a Bachelor's degree in Political Science and Government from Birmingham Southern College, which they attended from 1989 to 1993. Following this, they pursued a Doctor of Law (J.D.) degree from The University of Alabama School of Law, completing their studies from 1996 to 1999.
