Patrick McLoughlin serves as the Executive Director of MD THINK in the State of Maryland, leading the transformation of digital services and solutions while overseeing strategic vision, stakeholder engagement, and budget management. Previously, as State Chief Data Officer, McLoughlin established data management practices for state agencies. Prior experience includes roles as Director of Data Solutions at JMT Technology Group, where data management initiatives were led for corporate and customer projects, and Director of Business Intelligence at the Maryland Department of Information Technology, expanding data use across government agencies. McLoughlin's career also includes significant roles in GIS and project management at Spatial Systems Associates, Inc. McLoughlin holds a Bachelor of Science degree in Geography from Salisbury University.
