E. Rick Lowe is the SVP of Hospital Operations Support, Risk Management & Compliance, and Chief Administrative Officer at St. Francis Hospital. E. has over 20 years of experience in hospital administration and operations. Prior to their current position, they served as the Atlanta Market CEO for Select Specialty Hospital from July 2017 to December 2020. E. was responsible for the operations of two hospitals with a combined 112 beds, and was recently recognized with Select Medical’s annual Servant Leader award.

From February 2009 to August 2016, Lowe served as the SVP/Chief Administrative Officer at St Francis Hospital. E. had administrative responsibility for multi campus Hospital Operations consisting of 436 beds, that included a variety of service lines and departments. Specific areas they oversaw included Human Resources, Facilities Management, Design/Construction, Housekeeping/Linen, Biomed, Purchasing/Materials Mgmt, Food/Nutrition, Safety/Security/Valet, Emergency Preparedness, Risk Management, Infection Control, HIPPA Privacy Officer, Accreditation and TJC Compliance, plus clinical ancillaries of Lab, Sterile Processing, Rehab Services, Cardiac Rehab, Wellness Center, Coumadin Clinic, and Home Medical Equipment. E. also had operational responsibility for an assisted living facility campus. During their time at St. Francis Hospital, they also served as interim Corporate Compliance Officer as direct report to the Board, and managed a HUD financed $240M masterplan construction project from conceptual design thru to

E. Rick Lowe has a Masters degree in Health/Health Care Administration/Management from Troy University, a Bachelor's degree in Building Construction Technology from the University of North Florida, and an Associate of Science (A.S.) in Pre-Medicine/Pre-Medical Studies, pre-engineering from Alice Lloyd College. E. has also FEMA training for Incident Command/Disaster Preparedness from the US Department of Homeland Security.
