Jeffrey Lipsky

Jeffrey Lipsky has a diverse work experience in various roles related to defense and technology. Jeffrey currently serves as the Chief, Transport Cell at the Space Development Agency, where they utilize their expertise in space communications to maximize warfare effectiveness. Prior to this, Lipsky worked at ANSER as the DoD CIO - C3 Infrastructure Program Analyst, providing expertise on mobile communications and 5G technologies. Jeffrey also served as the Deputy Director, Global Capability Programs at OUSD (R&E), managing cooperative prototyping efforts with Allied and Partner nations. Earlier in their career, Lipsky held roles as a threat analyst for the F-35 Joint Program Office, a business development principal, and a JCTD senior technical analyst. Jeffrey also worked at MYMIC LLC, where they developed strategies and policies for aerial and surface communications systems for the Chairman, Joint Chiefs of Staff. Lipsky began their career in the United States Air Force, where they held various leadership positions, including Mission Crew Commander, Chief of Staff, Director of Operations, Chief, Wing Current Operations, Director of Operations (post 9-11 missions), and Chief, Airborne Elements Theater Air Control System.

Jeffrey Lipsky holds a Master's degree in Business Management from Troy University. Prior to that, they obtained a Bachelor's degree in Operations Research from the United States Air Force Academy. Additionally, they have certifications as a Contracting Officer's Technical Representative (COTR) from the Acquisition Center of Excellence and as a Project Management Professional (PMP) from the Project Management Institute.
