William Rogers has a diverse work experience in various organizations. William started their career as a Management Analyst at the US Government Accountability Office in 1980, where they reviewed programs for efficiency and effectiveness. William then joined the United States Coast Guard in 1984 as a Commissioned Officer, serving until 2008. During this time, they gained valuable experience in military operations and policy. In 2008, they transitioned to Systems Planning and Analysis as a Senior Policy and Military Operations Analyst. In this role, they led teams evaluating naval systems, conducting campaign analysis, and documenting systems capability requirements. Their responsibilities also included designing analytic approaches, coordinating research, and writing final briefings and reports.
William Rogers earned a Master's degree in Security Studies from Georgetown University, where they studied from 1997 to 2004. William also obtained a Master's in Public Administration (MPA) from American University in 2000-2001. In addition, they attended the U.S. Naval War College from 2005 to 2008, completing the Command and Staff College program in the Fleet Seminar Program. William Rogers also holds two additional certifications: ISO 9000:2015 Internal Auditor from Quality Management International, Inc. obtained in June 2017, and Wargaming from the Military Operations Research Society obtained in January 2017.
