Scott Kraft

CWMD Lead at SPA

Scott Kraft has extensive experience in the defense and military sectors. Scott currently works as the CWMD Lead at Systems Planning and Analysis, Inc., where they are the main technical interface with the Defense Threat Reduction Agency (DTRA) RD Directorate. Scott is responsible for overseeing various technical performance areas, including counter WMD technologies, explosives, weapons systems, and emerging WMD threats. Additionally, they integrate and coordinates work across departments, manages risk, and ensures quality control.

Prior to this role, Scott worked as a Policy Advisor in the Office of the Secretary of Defense, where they provided military judgment and advice on special operations, low-intensity conflict, and international response efforts. Scott played a key role in coordinating with various agencies and intelligence communities and advised on DoD support for diplomatic missions abroad.

Scott has also served in leadership positions within the Navy. As the Commanding Officer of NSWC Indian Head Division, they oversaw research, development, engineering, and manufacturing activities related to energetics and energetic materials for Navy and Joint Forces. Scott also supported the Executive Manager for EOD Technology and Training.

Earlier in their career, Scott served as the Supervisor of Diving for Naval Sea Systems Command, overseeing the Navy and DoD diving technical authority. Scott also held roles as the Deputy Branch Head in the Expeditionary Combat Branch of the Expeditionary Warfare Division and as the Commanding Officer of EODMU FIVE, leading expeditions in support of mine countermeasures and joint operations.

Scott has a wealth of experience in operations planning and execution. Scott served as an Operations Planner and Deputy Director in the Exercise Directorate at Joint Special Operations Command (JSOC), where they led planning efforts for operations and exercises and supervised training exercises worldwide. Scott also served as the Executive Officer of Mobile Diving and Salvage Unit (MDSU) TWO, where they were responsible for personnel, divisions, and expeditionary diving and salvage companies.

In addition, Scott served as the Officer in Charge of the Combined Explosives Exploitation Cell (CEXC), where they led a joint task force responsible for coordinating counter-IED operations in Iraq. Scott also served as the Anti-terrorism/Force Protection Officer on Carrier Strike Group (CSG) EIGHT, providing expertise in EOD, diving, and flag aide duties.

Throughout their career, Scott has demonstrated strong leadership, technical expertise, and a dedication to national security and defense.

Scott Kraft has a strong educational background in strategic resource management and defense analysis. Scott obtained their Bachelor of Science degree in Ocean Engineering from the United States Naval Academy in 1993. Scott furthered their education by earning a Master of Science degree in Defense Analysis from the Naval Postgraduate School in 2002. In 2011, they pursued a Master of Science degree in Strategic Resourcing from the National Defense University. Additionally, Scott Kraft has participated in various workshops and seminars to enhance their leadership skills and strategic planning abilities. Scott completed the Navy Senior Leadership Seminar and Strategic Planning for Execution: Assessment and Risk (SPEAR) programs at the Naval Postgraduate School in 2016. In 2017, they attended the Strategic Communications Workshop at the Naval Postgraduate School. Scott Kraft has also obtained several certifications to support their professional qualifications. Scott obtained a Lean Six Sigma Green Belt certification from the US Navy in 2020. In 2017, they received a Program Manager Level 3 certification from DAWIA, and in 2015, they obtained a Requirements Management Level C certification from the DoD.
