Catherine Houlihan

Program Manager (pmp) at SPA

Catherine Houlihan PMP has a diverse work experience in various roles and companies. Catherine started their career at Oracle as a Sales Representative, where they acted as a single point of contact for post-sales relationships with strategic Higher Education accounts. Catherine then worked at George Washington University as a Program Manager for the GWorld Card Program Office, managing the design, installation, and invoicing process for Optim software and Blackboard hardware implementation.

Following this, Catherine joined the Federal Air Marshal Service as a Supervisory Management and Program Analyst, responsible for managing and executing the financial plan for the Directorate and responding to Congressional inquiries. Catherine also worked at the TSA as a Supervisory Management and Program Analyst and later as a Section Chief Program Manager for the Visible Intermodal Prevention and Response (VIPR) program. In these roles, they established business management processes and managed a multi-appropriation cross-functional security program.

Catherine then joined Belcan, where they held roles as a Transportation Security Analyst II. In this capacity, they provided planning support for various DHS offices, including the Countering Weapons of Mass Destruction (CWMD) Office and the Domestic Nuclear Detection Office (DNDO). Their responsibilities included inform policy and strategy development, identifying capability gaps, conducting operational assessments, and developing operational models and alternative strategies.

Currently, Catherine is working at Systems Planning and Analysis, Inc. as a Program Manager for the policy and analysis team. In this role, they support the update of a foundational national critical infrastructure policy and the development of key architecture products for a division within the Department of Homeland Security (DHS). Catherine provides expert planning, coordination, and implementation support to their clients and critical infrastructure stakeholder communities.

Catherine Houlihan PMP completed their education in a chronological order. Catherine started their academic journey at La Salle University from 1992 to 1996, where they earned a Bachelor of Arts (BA) degree in Psychology and English. Following this, they pursued further studies at the University of Delaware from 1996 to 1998, obtaining a Master of Science (MS) degree in Individual and Family Studies.

In addition to their educational achievements, Catherine Houlihan PMP also obtained a Project Manager Professional (PMP) certification from the Project Management Institute in April 2021.
