Russell Mills has a diverse and extensive work experience in the field of ERP. Russell began their career with the California Power Exchange as a Sr. Manager, Energy Trading & Marketing in 1997. Russell then joined the California Department of Water Resources in 2001 and served as the Chief Financial Officer for 10 years. In 2011, they worked as the Vice President at Montague DeRose and Associates, LLC. From 2013 to 2017, they held the role of Assistant Division Chief and Financial Policy Advisor at the California Department of Water Resources. In 2017, they became the Chief Financial and Administrative Officer at the Southern California Public Power Authority. Currently, Russell Mills is the Director of Treasury & Risk Management and Treasurer at SMUD since 2018.

Russell Mills, ERP, holds an MBA degree in Finance from Loyola Marymount University, which they completed between 1999 and 2001. Prior to that, they pursued a Bachelor's degree in Economics at Towson University from 1989 to 1992. Russell also studied Economics at the University of Maryland from 1987 to 1989. Russell is currently a CFA Level II Candidate from the CFA Institute and is an Energy Risk Professional (ERP) since 2011 from the Global Association of Risk Professionals.
