David Covington possesses extensive experience in environmental management and engineering. Currently serving as the Environmental Manager/Engineer at San Juan Construction, Inc. since April 2018, David is involved in the Fuel Storage Tank project on Kwajalein. Concurrently, David has been an Environmental and Regulatory Specialist at Plains All American Pipeline LP since May 2014, focusing on air quality, stormwater management, SPCC, safety, and wildlife issues in the pipeline and oil & gas sector. Previously, David worked as an Environmental Engineer at ATK from April 1982 to January 2010, specializing in hazardous waste management, lab packing, shipping inspections, auditing, air permitting, training, and visible emissions testing. David holds a Master's degree in Hazardous Waste Management from Wayne State University and a Bachelor's degree in Animal Science from Utah State University.
