Rick Francis currently serves as the Vice President of Operations at the San Diego County Regional Airport Authority, a position held since December 2022. Prior experience includes serving as Assistant Airport Director at John Wayne Airport from June 2017 to November 2022, where responsibilities encompassed leadership and oversight of several functional divisions. Francis also held the role of Interim Airport Director for the City of Costa Mesa from January 2012 to June 2017 and previously worked as Assistant City Manager, enhancing operational effectiveness. Earlier experience includes serving as Chief of Staff for the County of Orange - Board of Supervisors and as Administrative Pastor at Newport Mesa Church, focusing on financial and personnel operations.
