Francis Gatare has had a varied work experience, holding several leadership positions in different organizations. Francis has served as the Chief Executive Officer of Rwanda Development Board (RDB) since 2023. Prior to this, they worked as the Senior Economic Advisor in the Office of the President from 2021 to 2023. Francis also served as the CEO of Rwanda Mines, Petroleum & Gas Board (RMB) from 2017 to 2022 and as the CEO of Rwanda Development Board from 2014 to 2022. Before joining RDB, they worked in the Office of the President as the Principal Private Secretary from 2009 to 2014. Francis also played a key role in the consolidation of business-facing agencies into RDB, serving as the Principal Deputy CEO from 2008 to 2009. Earlier in their career, they held positions in NEPAD, Rwanda Investment & Export Promotion Agency, and UNDP Rwanda, where they contributed to various development programs and initiatives.
Francis Gatare completed their Bachelor of Arts degree in Economics and Political Sciences from Makerere University in the years 1988 to 1991. Francis then pursued a Master of Arts degree in Economics from the University of Windsor from 1996 to 1998. In 2013, they attended Harvard University, John F. Kennedy School of Government, where they obtained a Masters degree in Public Policy & Public Administration in the year 2014. Lastly, in 1991 to 1993, Francis Gatare studied at the University of Toronto, but the specific degree and field of study are unknown.
