Charles Downs is a seasoned professional with extensive experience in monitoring, evaluation, and program design for international initiatives. Currently serving as a Senior Monitoring Design and Evaluator at RMTeam International since March 2020, Charles focuses on quality assurance of third-party monitoring for EU-funded projects in Northeast Syria. As Principal at DownsConsulting since 2004, Charles has managed and evaluated various international programs, including work with UNDP, where responsibilities involved the establishment of multi-donor trust funds and assessments to enhance operational effectiveness. Charles also contributes to academia as an Adjunct Professor at NYU Wagner School, teaching courses on project design and public administration. With a background that includes significant roles in the UNDP and various international organizations, Charles holds a PhD in Urban and Regional Planning from the University of California, Berkeley, and a BA in Social Change from the University of Michigan.
