Luiz Arnoni's work experience includes serving as a Policial Penal - Desenvolvedor de Sistemas for the Governo do Estado de Minas Gerais since January 2021. In this role, they are involved in the execution of penal procedures related to the application of humanization in the treatment of prisoners. Luiz is dedicated to developing web platforms for institutional intelligence and has successfully created the e-Seg system for the Polícia Penal de Minas Gerais, which received recognition from the Government. Luiz also worked as an Estagiário em Engenharia de Software at Rethink Tecnologia starting in February 2023. Prior to that, they served as a Conselheiro de Políticas Públicas sobre Drogas for the Prefeitura Municipal de Ipatinga from January 2022. Here, they were appointed as the representative of the Minas Gerais Prison System and played a key role as the Municipal Coordinator for the Drug Diagnosis, responsible for data collection, cleaning, and analysis from various public institutions. Finally, Luiz served as an Assessor jurídico for the Policia Civil de Minas Gerais from January 2017 to December 2019. Luiz provided legal-administrative assistance to the Regional Police Station in Ipatinga, working in areas such as Traffic, Homicide, Drug Trafficking, and Crimes against Property, as well as combating Corruption and Money Laundering. During their tenure, they developed a web platform to simplify the transcription of telephone recordings for Operation Zênite, which involved significant arrests and search warrants. Luiz also implemented the Investigador Mirim project, fostering a vital alliance between civil society and security agencies.
Luiz Arnoni's education history starts in 2011 when they completed a Technical Administration degree at SENAC. In 2015, they pursued a Bachelor's degree in Law at FADIPA - Faculdade de Direito de Ipatinga and completed it in 2020. In 2018, they engaged in an academic extension program in Human Rights at the University of Buenos Aires. From 2019 to 2020, Luiz Arnoni pursued a postgraduate degree in Human Rights and Socioeconomic and Cultural Diversity at iBRA - Instituto Brasil de Ensino. Continuing their education, from 2022 to 2026, they pursued a Bachelor's degree in Software Engineering at Estácio. Finally, from 2023 to 2025, they pursued a Superior Course of Technology (CST) in Data Science at Universidade Federal de Mato Grosso do Sul.

In 2021, they obtained certifications in Brazilian Sign Language for Public Safety from the Civil Police of Minas Gerais, Emotional Intelligence and Conflict Management from the Government of Minas Gerais, Interpersonal Relationships in Public Service from the State Secretariat of Planning and Management of MG - SEPLAG, Agile Process and Project Management from the Government of Minas Gerais, Official Writing and Document Standardization from the Government of Minas Gerais, and Integration of Management in Public Security from the Civil Police of Minas Gerais.
