Hou Seng Ir. Cheok has extensive experience in the field of water resources and engineering. Hou Seng is currently serving as the Head of Upstream Water Resources & Digital Engineering at Ranhill Bersekutu Sdn Bhd, a position they have held since October 2020. In this role, they are responsible for the technical and technology management, business development, and daily operations of the division.

Prior to their current position, Hou Seng Ir. Cheok worked as the Deputy Division Director at Ranhill Bersekutu Sdn Bhd from March 2017 to July 2022. In this role, they headed the division for river and maritime, drainage, flood mitigation, GIS, and Building Information Modelling. Hou Seng was responsible for profit and loss, leading and managing water resources projects of various scales, and supporting highways and rail projects.

Before joining Ranhill Bersekutu Sdn Bhd, Hou Seng Ir. Cheok worked at CH2M as a River Engineering Team Leader from November 2013 to March 2017. During their time at CH2M, they played a crucial role in building and establishing a center of excellence in Kuala Lumpur for water modelling and design solutions. Hou Seng received an award for being the "Best Junior and Mid-Level Professional" in the Asia-Pacific region.

Earlier in their career, Hou Seng Ir. Cheok held positions at Dr. Nik & Associates Sdn Bhd, G&P WATER SDN. BHD., CSF CONSULTING SDN. BHD., TCK TECHNOLOGIES SDN. BHD., and DR. NIK & ASSOCIATES SDN. BHD. In these roles, they gained experience in hydrology, hydraulic engineering, flood forecasting, GIS analysis, and civil and structural design.

Hou Seng Ir. Cheok holds a Master of Engineering (M.Eng.) degree in Civil Engineering with a focus on Hydraulics & Hydrology from Universiti Teknologi Malaysia. Prior to that, they completed their Bachelor's Degree in Civil Engineering from the same university. Hou Seng also attended Taylor's College for a year to pursue Canadian Pre-University studies. For their primary education, they attended S.R.J.K. (C) Yuk Chai, Petaling Jaya. Hou Seng Ir. Cheok has also obtained additional certifications in Construction Estimating Takeoff, Learning Construction Estimating, On the Job Site: Construction, Project Management Foundations: Procurement, and Top 10 Social Media Management Tools from LinkedIn.
