Winnie C. possesses extensive experience in public affairs and policy analysis, currently serving as the Chief of Outreach, Recruitment, and Partnership at the Health Resources and Services Administration (HRSAgov) within the Department of Health and Human Services since May 2016. Previous roles include Public Affairs Specialist in both the Bureau of Health Workforce and the Bureau of Primary Health Care, as well as a Program Analyst and Policy Analyst at the U.S. Department of Homeland Security. Additional experience includes consulting for Fortune Magazine, working as an Assistant Stakeholder Marketing Manager at Time Warner, and engaging in policy work with Legal Momentum and the Center for Women & Community. Winnie C. holds a Master of Public Administration from Columbia University and a Bachelor of Arts in Women's Studies from the University of Massachusetts Amherst.
