Joe Harris serves as Vice Chair and Leader of the Liberal Democrat Group at the Local Government Association since July 2021. Joe has held the position of Leader of Council and Leader of the Liberal Democrat Group at Cotswold District Council since May 2011, alongside a role as a District Councillor. Joe represents Cotswold District Council as a Shareholder Representative for Publica Group Ltd since May 2019 and has been a County Councillor for Gloucestershire County Council since May 2013, where Joe also chairs the Gloucestershire Economic Growth Scrutiny Committee. Previously, Joe was an Executive Board Member for the District Councils' Network until July 2021 and worked as a freelance Social Media and Online Content Manager from 2013 to February 2019. Joe's earlier roles include Town Councillor and Mayor of Cirencester from May 2011 to August 2016, along with other positions in local businesses. Educational background includes Cirencester College and Cirencester Deer Park School.
