Ray de Leon has a diverse work experience spanning over two decades. Ray started their career at Eagen McAllister Associates, Inc. in 2002, where they served as a Task Lead until 2005. Ray then joined Booz Allen Hamilton as a Sr. Consultant from 2005 to 2007. In 2007, they joined SAIC as a Project Manager, holding the position until 2013. Ray then worked as a Project Manager at Johnson, Mirmiran & Thompson from 2013 to 2015. From 2015 to 2017, they served as an IT Project Manager at Spalding Consulting, Inc. Ray then moved to TQI Solutions in 2017 as a Sr. Project Manager, a role they held until 2020. Currently, they are employed at PSI Pax, Inc. as a Program Manager and has worked on the PEO-CS ALE Program Management Support since July 2020.

Ray de Leon earned a Bachelor of Science degree in Environmental Science from Virginia Tech, which they completed in 2000. Following that, they pursued a Master's degree in City/Urban, Community and Regional Planning from the same institution, which they successfully obtained in 2002.
