Joe Chang serves as the Chief Technology Officer at Primer.ai since April 2024, focusing on creating mission-ready AI for security and democracy. Prior to this role, Joe was the Vice President of Engineering at Uber from October 2017 to July 2023, where leadership contributed to the growth of Uber Freight into the largest platform for Carrier and Shipper matching, generating over $6B in annual revenue. Joe's experience includes serving as Head of Customer Solutions Engineering at Google, CTO and Co-Founder at Marin Software, Vice President of Applications at W. P. Carey Inc., and various technical roles at Mercer, Kmart Corporation, Trilogy Software, J.Crew, and Morgan Stanley. Joe holds a Bachelor of Science in Industrial Engineering with a minor in Computer Science from Stanford University.
