Rick Toms is an accomplished professional with extensive experience in industrial development and program management within both the defense and nuclear sectors. Currently serving on the Industrial Development Board for the City of Prescott since March 2023, Toms previously held executive roles at Cubic Defense and General Atomics Aeronautical Systems, overseeing significant international programs and advanced aircraft technologies. Toms’ experience at General Atomics included leading the development of radiation monitoring systems and managing the Electro-Magnetic Aircraft Launching System for the U.S. Navy. A former Navy SEAL Task Unit Commander, Toms also provided technical training to Navy SEALs during service at the Naval Special Warfare Advanced Training Command. Toms holds multiple degrees, including an MBA from Pepperdine Graziadio Business School and an MS in Global Business Leadership from the University of San Diego.
